I have not yet tested VWD-CMS with IE 6. IE 7 and Firefox 2 are currently supported, and I am aware of a few bugs in Firefox that I am working on. I am going to investigate what will need to change to support IE 6 and I will provide a status update as soon as this is complete.
It is important to understand that the VWD-CMS Admin Tools require IE 7 or FF 2 but that does not mean that the website that you create with VWD-CMS will have the same requirements. The VWD-CMS Admin Tools are very JavaScript and DHTML intensive so they require the newer browsers, but you can easily build your website to support any browser versions that your choose.
Here are some ASP.NET Master Pages for use with VWD-CMS. These website templates are designed by Free CSS Templates. You are free to use these templates on your own site for any purpose.
VWD-CMS 2.1 is now available for download by registered members. Version 2.1 has been released as open source software under the New BSD license.

The only limitation of Visual Web Developer that I have found so far is that the IDE (Integrated Development Environment) does not compile your website into a precompiled site and does not give you the ability to compile your code into DLLs.
